PCS to O‘ahu
Small island, tight inventory, strange commutes, and half the decisions made from four thousand miles away. This is what Tiffani tells people on the phone.

Start earlier than the timeline in your head
People who land well start about 90 days out. That window covers a Certificate of Eligibility, preapproval with a lender who knows Hawai‘i condominiums, a spot on the base housing waitlist, and your dog’s paperwork.
Hawai‘i is rabies free and the quarantine rules are strict. The 5 Day Or Less program and direct airport release depend on microchipping, vaccination history and a blood test finished a set number of days before your pet lands. Miss a step and your dog sits in quarantine in Halawa while you unpack. Confirm requirements with the Hawai‘i Department of Agriculture early.
Ask finance about vehicle shipping and temporary lodging allowance: Hawai‘i counts as an overseas duty station for some entitlements.
Base housing, renting off base, or buying
Privatized base housing
Island Palm Communities for Army, Ohana for Navy and Marine Corps, Hickam Communities for Air Force. BAH goes to the operator and the waitlist runs on rank and bedroom count. It builds nothing. Get on the list anyway.
Renting off base
More choice, and you keep whatever is left of BAH. Sensible on a short tour, or while a spouse’s work situation is open.
Buying
Nothing down on a VA loan, a payment that stops moving, and an asset you can rent out at the next set of orders. Three years is short for transaction costs to wash out, so it works best if you would keep it later.

How BAH works here
BAH is set by duty station ZIP code, rank and dependency status. It is untaxed, and most lenders gross it up when they calculate qualifying income, which quietly raises what you can borrow. Rates are republished yearly, so pull the current figure from the official DoD calculator, not from any article. Then watch the gap. Payment under BAH and the difference is yours. Payment above it is a decision you make on purpose.
What the VA loan gives you
No down payment up to your entitlement, and no monthly mortgage insurance, the piece people underestimate against FHA. There is a one-time funding fee, commonly waived for buyers with a service-connected disability rating. You need a Certificate of Eligibility and you have to occupy the home, generally within 60 days of closing.
One O‘ahu specific: so much inventory is condominium, and a VA loan on a condo needs the project VA approved. Check before you tour. VA loans are also assumable, a selling point later.
Where to live, by where you report
Commutes here are measured in minutes, not miles. Twelve miles at 0630 is a different drive from twelve miles at 1000. Drive your route at the hour you will report, or have Tiffani film it.
MCBH Kane‘ohe Bay
Home ground. Kane‘ohe sits closest to the gate, with Kailua, He‘eia, ‘Ahuimanu and Maunawili all realistic. Up the coast, Ka‘a‘awa and Hau‘ula give you space on a two lane road: beautiful until you drive it daily.
JBPHH: Pearl Harbor and Hickam
One joint base since 2010, one housing question. Salt Lake, Moanalua, ‘Aiea, Halawa and Pearl City are close in and priced for it. ‘Ewa Beach, Kapolei, Makakilo and Waipahu buy square footage, paid for on the eastbound H-1 every morning.
Schofield Barracks and Wheeler
Central O‘ahu. Mililani, Wahiawa, Waikele and Waipi‘o are the obvious picks, and Wahiawa cuts the commute to minutes. This is also the one assignment where the North Shore works, Hale‘iwa being a short run up Kamehameha Highway.
Camp Smith, Tripler and Fort Shafter
Halawa Heights, ‘Aiea, Pearl City, Salt Lake, Moanalua and Kalihi are the short commutes, with Makiki and Manoa workable if the H-1 does not bother you. Tiffani’s $330,000 Richard Lane listing is here.
Three roads cross the Ko‘olau range: the Pali, the Likelike and the H-3. The H-3 drops from Kane‘ohe to the Halawa side, which is why MCBH families who later get orders to Pearl Harbor often stay put. More on the neighborhoods page.
Buying it before you land
- Full walkthrough video, not a highlight reel. The whole unit, the parking stall, the trash room, the view at the hour you asked about.
- Sort the power of attorney and the notary early. VA loans carry their own POA requirements, including an alive and well statement, and a general POA your spouse signed two years ago may not be accepted. Base legal offices and installation notaries handle the signing.
- Verify every wire by voice. Call the escrow officer at a number you already had and read the details back before you send a dollar. Wire fraud is common and the money does not come back.
- Do not waive inspections because you are not here. Tiffani attends the home and termite inspections on video with you, then sends the report with her notes.
- Build the time zone in. Hawai‘i does not observe daylight saving. From the East Coast you are five or six hours ahead, which matters when a deadline lands at close of business.

Decide this before you buy, because it changes what you should buy.
Keep it and rent it out
Rental income here needs a general excise tax license, and the tax lands on gross rent rather than profit, so it belongs in the numbers from day one. Short term rentals on O‘ahu are heavily restricted outside resort zoned areas and the rules keep changing. Line up a property manager you trust: running a unit from another time zone through a deployment does not work.
Sell it
Two things surprise military sellers. HARPTA is Hawai‘i’s withholding on sales by nonresidents, and after you PCS out you may not count as a resident at closing. The federal capital gains exclusion asks that you lived in the home two of the past five years, and a provision lets service members suspend that clock during qualified extended duty. Both belong with a CPA.
